The Daily Telegraph has featured the Windsor Link. Under Mr Grayling, the DfT invited engineers to submit privately funded solutions to upgrade the railways in 2018. The so-called “market-led proposals” encouraged many in the City, with infrastructure investors eager to put millions of pounds to work. The Infrastructure Projects Authority doesn't think so. Perhaps this is why there’s a Windsor Link in Manchester but as yet no Windsor Link in Windsor. The Windsor Link in Manchester is a relatively cheap missing link in the network that gives rail users new journey opportunities, reduced journey times and improved reliability. WLR submits formal feasibility report to Network Rail

At Network Rail's request, The Windsor Link Railway has submitted a formal feasibility to them. This is often known as a ‘GRIP 2 report' in the rail industry. This follows on from WLR being included in the Hansford Review, commissioned by Network Rail and published last month, to introduce more private investment in the rail industry and improve services to customers. The Secretary of State for Transport, Chris Grayling, has also called for ‘new ways of working, new ways of funding improvements in rail’. [...]

The Windsor Link Railway has been listed in the Hansford Review*. Mark Carne, Chief Executive of Network Rail says: Network Rail is ultimately accountable to the public for the safety and operation of the vast majority of the rail network in Britain. But that should not mean that Network Rail is the only body that can build or renew infrastructure on or around the railway.
