Telegraph reports on Windsor link to Heathrow

The Daily Telegraph reports today: Five bidders are in the running to build the first railway line under new government proposals aiming to fund new tracks entirely with private cash… Bidders were invited to submit proposals in March as part of plans by ministers to inject extra cash into the railways. Government invites £2.3 billion proposals for rail links to Heathrow

Following on from the Market Led Proposal Guidance announced last month, the government has today invited proposals for southern and western rail access to Heathrow. It has estimated the cost of separate western the southern links at up to £0.9 billion and £1.4 billion respectively, making a total of £2.3 billion for the construction only (excluding operation, planning and financing costs).
